Enhancing Solar Manufacturing in Europe: A Call to Action
The European Solar Manufacturing Council (ESMC) is advocating for a transformative shift in EU policies aimed at revitalizing the solar photovoltaic (PV) manufacturing sector. The industry is currently under threat from a surge of low-cost PV modules imported from China, which poses significant risks to the sustainability of solar manufacturing in Europe.
Žygimantas Vaičiūnas, Policy Director of ESMC, emphasizes, “Our proposals are designed to swiftly bring solar manufacturing back to Europe within the year. This initiative will cut emissions, generate green jobs, and reduce our dependence on Chinese imports. It is a crucial opportunity that the EU must seize. We call on Ursula von der Leyen and her team to take decisive action.”
A Comprehensive Approach to Solar PV Manufacturing
The ESMC is urging EU leaders to make solar PV manufacturing a priority in the European Commission's agenda. They stress the necessity of establishing clear production targets for EU solar panels to attract investment and facilitate the relocation of manufacturing facilities within Europe. The ESMC believes that meaningful change can be achieved quickly through focused measures that utilize existing EU initiatives without requiring extensive legislative changes.
Key recommendations from the ESMC include:
1. Boosting Domestic Demand: Encourage consumption of locally manufactured PV products.
2. Trade Protection Strategies: Introduce protective trade measures similar to those used for battery electric vehicles, safeguarding the EU solar sector from low-cost imports while promoting PV deployment across Europe.
3. Reduced VAT for Eco-Friendly PV Products: Implement lower VAT rates for sustainable PV technologies throughout the supply chain.
4. Competitive Energy Pricing: Maintain low electricity costs across the EU solar value chain to ensure competitiveness.
5. Energy Security Measures for Inverters: Establish protocols for energy security regarding inverters in European markets.
Bridging Policies for Long-Lasting Impact
While the Net-Zero Industry Act (NZIA) establishes a foundational framework for enhancing solar PV manufacturing in the EU, the ESMC emphasizes the urgent need for additional policy measures to bolster the sector. These new initiatives would connect the aims of the NZIA and the European Solar Charter with practical strategies that support competitive and sustainable solar manufacturing in Europe.
Aligning with a Clean Industrial Strategy
The ESMC advocates for the inclusion of the European PV manufacturing sector in a proposed Clean Industrial Strategy. This alignment would support the objectives outlined in the Commission President’s Political Guidelines for 2024–2029, fostering competitive industries, quality job creation, and sustainable growth across Europe.
